Has there been any info addressing whether the Klingon Faction will have client races?

What do you mean by client races? The engine will let you pretty much make any race you want within limits of the editor.

I might be mistaken, but I think the question is whether or not the Klingon faction will include other races besides Klingons.
I may have missed it, but I don't think Cryptic has given a definite answer to that.
I'd assume so though, since they're allowing for so much character customization it would seem odd that they'd restrict one faction to just one race.

I think that Klingon Empire may be able to include other races, but even if this is an option I don't see it being utilized by too many players since racial diversity is one of the primary traits of the United Federation of Planets.

Both factions will support any race you choose. Your background will just have you growing up within that factions borders and your loyalty will lie with them. Orion Pirates will be part of the Klingon faction.

All I know is I have seen Quark, a Ferengi, as a head of a Klingon Clan. (DS9 Season 3 The House of Quark)

To me, Klingon Xenophobia is highly exaggerated, because cannon sources show otherwise.

Actually i think it may be more limited, persay which Races are within a certain border of the Federation or empire. Which would make more sense.
However Xenophobia is a strong trait within the Klingon Empire.
Even Quark was a better choice then a rival house (House of D'Ghor)taking over.
Thus.
"To thwart D'Ghor's plan, Grilka abducted Quark to Qo'noS and married him, thus performing the brek'tal ritual and giving Quark the right to lead her house. The High Council chose to consider the unprecedented leadership of a Klingon house by a Ferengi, and in the interim the House of Kozak became the "House of Quark". "
Also note, another issue of xenophobia

So i would say there is a supported concern of xenophobia in the Klingon Empire.

That really depends...in SFB, Klingons had many many subject races, some trusted to serve in the military, though few trusted to command ships. It's even postulated that the Klingons in TOS were actually half breeds (due to the unexagerated look of thier ridges.) In fact, the Klingons were far from xenophobes and only really mistreated races that had taken arms against them. Some races in the Klingon Empire had been Annexed by request of the planet themselves, wishing to ally themselves to a worthy empire. The main reasons the Federation and the Klingons fought for so long in SFB were
Economic: the Klingons felt the federation were IMperialistic and only out for more rescources to expand thier empire, the Federation felt like-wise about the Klingons...though they were mostly right.
Moral: The Federation took arms to defend the defensless whenever the klingons annexed a civilization, sometimes without asking the world if they wanted defending. The Federation generally disagreed with the mannor in which the Klingon Empire added new worlds, the Klingons Disagred with federation Meddling...oh...and the klingons hated kirk :P
Allies: Both the Federation and Klingons had allies at war with each other, and usually involved the federation or klingons eventually
I Know SFB isnt cannon, but i think cryptic could shore up some weaknesses in both storyline and galactic design by borrowing some concepts from Amarillo Design's Starfleet Battles.
