Ok we know that starting off we are not going to be able to play a Romulan or Cardasion (sorry for the pore spelling), But do you think we are going to be allowed into there space? Maybe for trade, or to look for trouble?

I don't think we will be (or should be) able to explore freely their spaces, but perhaps we might have to go there during specific missions, where a more "controlled" scenario (instanced?) can be made. In any case, I just don't see a player controlled Federation ship causing havoc on Romulan space without some sort of restriction. ;)

By the end of DS9 the Cardassian Union was in total ruin, the dominon had literaly bombarded their homeworld into a smoldering husk of what it once was. By the time Star Trek: Titan took place (a series of books that follow Captain Riker's crew and ship just a few months after the movie Nemesis) you find that Cardassians have started to join Starfleet, infact one of Riker's crew on the USS Titan is a Cardassian. Though I can't be quoted on this it wouldn't be to far fetched to have the Cardassian Union join the Federation, as I mentioned above the Dominion literaly desimated them in the final days of the Dominion War.
As for the Romulans, Titan offers us more tidbits on a possible future, one where the Klingons are more an enemy and the Romulans are more a friend of the Federation. Its complex but if you read that book Star Trek TItan: Taking Wing you'll get an idea of what I'm talking about. In the future I could easily see the Romulans being tenuous allies with the Federation as the Klingons once were.

This is definitely a possibility, but I think that areas of space like this might be saved for when the factions to which they belong are playable.

I would think that they would reserve these spaces until such time as they are ready to fully implement them.
Given the events in Nemesis it is likely the Romulan Star Empire has more cordial relations with the Federation than before.
The same could be said for the Cardassian Union following the Dominion War. Ferengi joined Starfleet without being members so even though some of Titan's crew are Cardassian it doesn't mean they have officially joined yet.
Although missing from these events the Gorn Hegemony has had peaceful relations for decades with the Federation. If any of the major Alpha Quadrant powers were part of the Federation now it would most likely be them, or the Cardassians.
The Klingons would look around and see an alpha quadrant almost completely controlled by the Federation. Seeing that Martok and Worf have no intentions of actions against the Federation or its puppets (Cardassia or Romulus) a young Duras garners support quietly then challenges Martok. He defeats the aging Klingon warrior handedly Worf then challenges him as he has done many times before, Worf those is also past his prime and though the battle is close Duras wins. They would then I think invade Cardassian Union it would be the weakest point in the link. The Federation would have come to the aid of the Cardassian Union especially upon learning the deaths of Martok and Worf. In the initial engagements though they lose the battle Klingon forces destroy the Enterprise E and Jean-Luc Picard at the behest of their new Chancellor. This is a morale booster for the Empire and a demoralizer for many in the Federation early on. Several Cardassian worlds fall but eventually the war has static lines with little movement. Some Cardassian worlds might even fully join the Federation.
The Gorn may have joined the Federation by this point and would provide excellent soldiers against the Klingons.
First expansion comes: Romulans.
Seeing that the line is halted in Cardassian Space and that the Federation is tied up there, the Empire moves against Romulan space, who have been waiting. They engage and turn back the initial Klingon Attacks. Due to their own civil war though their fleet is largely depleted, only their more advanced stealth and sensor technologies save them. They request aid from the Federation. Who like always gives of it. There is a technology exchange as well enabling the Federation to gain cloak technology. A few Romulan worlds fall but in the end a stable line is developed.
At least that is one possible future I can see :)
