If you'll forgive me for a reference to another game, I'd like it if the devs took a page from Spore. In thinking how to make exploration interesting and nearly infinite, I think it would be a great idea to create a "Civilization Editor" that would allow players to create races and cultures that would be implemented in game on an unknown world so players would find them.
Allow players to create the skin, modify behavioral parameters, create architecture, and ships (if the species is at the space faring tech level). I think the reward of knowing that the race you've created will make it permanently into the game will be reward enough for players to invest time. ESPECIALLY if you release the editor a few months before the game release. This will allow much more dynamic content toward exploration with less work on developers part. Heck, you could even allow players to create quests or missions that their race would give ships that discover them.
There is so much excitement and expertise among the Star Trek fanbase that I think we would see some great stuff. Just look at all the mods and skins available for other Star Trek games. Heck, there are some games that were entirely created by fans for fans. It would be great to tap into this resource.
