Corrupt/Illegal business

I was wondering, would it be possible to indulge in any corrupt or illegal business or trade of any sort?
What got me thinking of this was the Next Generation episode Pegasus, where there pegasus has a secret cloaking device on board, it's totally illegal but will give the federation an advantage in a fight.

it would be nice to have things like that in there, you could have illegal stuff on your ship if youre captain, but you better hide it well when you go to a StarBase to repair or something.

Jack said there would be some civilian/rogue/Maquis type content to come with a later update, but not at launch. I think he said all that stuff would be NPC driven at launch.
