I would love to see the crew that I start out with on my little vessel as a captain of low prestige evolve and become something more.
Let's just assume, for the sake of this thread, that we can have PC or NPC units take control of stations on a ship. Let's not get into that argument, there's another thread for that.
Allow officers on a ship the desire to seek something greater. The officers you start with on your little ship start improving. They're better at what they do. Then, one day, your Helmsman comes up to you and asks if he could be opened for a transfer to another ship with better opportunities for exploration. Do you:
A.) Deny the request, commending him on what a fine officer he is and how much he's needed on your ship?
B.) Approve the request, allowing him to move on to bigger and better things?
As far as in-game mechanics, I think option B should allow a certain amount of "Pretige" if he's transferred off. So now he's on another ship out there in the player universe. He's gaining more skills in such and such areas and you're off in another part of the galaxy doing your thing. Imagine, if one day, you find that he wants to come back to your ship, now that you're the Captain of this big exploration machine making a name for itself in the galaxy.
Or maybe he's settled down on another ship you come across later. His service record is impeccable. He's served on several ships and been apart of some pretty major events.
If I can't find the PCs to man the stations in my ship (or because I don't want to, because I'm a loner) than at least let the NPCs that I've used and developed become something more. "Make a mark on the galaxy" if you will. The interaction between Captains and their crew should be significant; the NPCs that crew your vessel should have a significant amount of impact as well and should be a valued, evolving commodity.
