I know its been assumed that since CO has instanced zones (with a pretty low cap from what I hear) that STO will have them.

Has there been any official confirmation of this?

I did a search, but all I could find were players talking about how it probably is just like CO, no dev input so far. Did I miss it somewhere?

I am not talking about away missions. I mean hubs/space stations etc.

After talking to the guy from Cryptic at the Leeds Eurogamer expo today I can safely say that hubs will be a place that many people will meet, yes there maybe many instances of the same hub but only when one instance if full will there be another and from what he was saying there will be at around 100 people in each hub instance. You will also be able to change instances to be with you friends or get away from someone that is annoying you.

After what I understood from the various interviews, the missions are pretty much instanced fro the player or his group alone.
You will only see other players in the sector space, where you're warptraveling from system to system and in the social hubs.

I am pretty sure that social hubs will be instanced, although I don't know, but I doubt they let 40.000 people run around in a single station.

So, the question left is: is the sector space instanced? And if so, how many people will be in there? And - I don't know.

I'll be happy as long as I can see fellow players pass me by once in a while. And If I can come to the rescue of a fellow player, then that will make me feel immersed. The community/social aspect of a mmo is important, so hopefully this game will have a great one.

Which is a good idea IMHO : in CO, it is not rare to go somewhere to rescue some NPC and to see this very NPC on his way with another hero escorting him. You have to wait a little while to see your NPC respawn and actually escort him. The wait is hardly long but immersion is definitively killed.

STO is using the same server structure as CO, therefore the game will be heavily instanced. Be prepared to make good friends with loading screens.

This is only assuming that Cryptic makes the game universe small. If they were aiming for epic like EVE (which has around 2000 star systems), then you wouldn't have to worry so much about running into other players when you normally shouldn't. Therefore I do not think this is a good idea, because it only means that we're getting a cheap version of the STO universe that is small, thus needing everything to be instanced.
