1 quick question :)
in CO when u add someone to buddy list u see him when he is online with ANY of his toons, so my question is will u be able to chat with your friend from buddy list when her is logged in with toon from opposing faction?

they have somehting like this in city of heros... though you cant communicate with said person except through global handles, you cant talk directly to the name itself if your not on the same side, just the globabl, or in this case, cryptic account handles.

Yes. City of Heroes handles character friends list and global friends list separately.
You cannot add a character from an opposing faction to your character friend's list. But you can add that player's account to your global friends. And you can view their global status even when they log in as a character on the other side.
As Tenkari said, you can use global chat with your friend without any restrictions - but you'll be doing /tell @Globalname, not /tell Charactername.
Tenkari was wrong about messages between characters, though. You can send private messages directly to characters from the opposing faction. You CAN do this, it's just subject to restrictions.
The trick is...private messages from enemy characters are silenced by default. So to hear messages from enemy characters, you need to enable it in your options.
But you can still do account-to-account chat, of course. That works by default.
