will the custom races that players create be made part of a database available to all players, so that friends can play the same species that they invented together?

No idea, kinda think the system would get overloaded eventually if that were the case, but I wouldn't be surprised if we could.

They have hinted that they would like to allow us to share these things with friends. I believe if it ever does happen it will be like the exploration system where it will only be shared with those people you specifically choose to give it to rather than with the entire game population.

Yeah, they've said they'd like to let us share our original species creations. Unless they use a system where we have to explicitly enter another user's id to share them, there will at least be some kind of unique ID (code, number, name, etc.) we can send to other players to access them. If so, I guarantee that some fansite or another will create a searchable database (or wiki or something) of user created species, even if Cryptic doesn't.

I seem to remember them stating that your species may be seen by other players as random NPC’s and perhaps bridge officers as well.
