I'm assuming that spoon heads will not be a "playable" race, that is a choice to start with in character creator. However will we be able to make them from scratch? If so you could have a cardie working for the federation or klingons...

i certainly hope so as all my RP in fleet is on the basis of being a cardie captain in starfleet

Yes. You can make Cardies and Klingons in the custom creator as a feddie toon. Not sure about the spoon heads though.
