I have some ideas on how PvP could work it is a long explanation. First I would like to layout the map of the “neutral zone”. O stands for a planet or resource and X stands for an area of open space.

This pattern could continue downward for any amount needed, but the basic concept is that every resource has one area of open space on each side.
The resource is responsible for supplying the 8 areas around it. Lets say that 20% stays at the resource and 10% is given to each area or the remaining 80% is equally divided between the surrounding areas under that factions control.
Now each area has set amount of income or resources to use lets say for a given day. These resources could split in to two groups one for area construction and repair, and the other half for an ever increasing reward for defending or captioning that area. Lets say defenders get 50% of the reward (split up based on how much damage was done by the player or NPC) for winning, while the other half is kept for the next defenders. However, attackers get all of the reward (split up based on how much damage was done by the player). Now the part of the area’s resources use for defense and upkeep will go into construction and repair of NPC stations or defense platforms. With this set up it makes it harder and harder to take areas held by one faction for a long time but the reward for attacking greater and for defending less.
For the specific use the resource in construction and repair. When a area is not being attacked the resources go into construction. It starts with “starbase level 1” which has room to expand its weapon load out. After the weapons are upgraded and added to the max a new “starbase level 2” is built to replace the old one. This starbase starts with the old one’s weapon load out but has a higher limit. You could also have each level base support a set number of defense platforms which take resources to build and rebuild. The bases will never be completely destroyed but platforms will. Once the defenders have been disabled the attacker must take over the base from the inside. If a faction holds a other factions base they use it with a small penalty in defense but if resources are available (a resource nest to it) they start to convert it to there own type of base.
Now for attacking an enemy area there should be no jumping of areas you must attack next to your own. Once someone says that they are going to attack it there should be 5 min timer or so. This way there is time for more attackers and more defenders to join the battle before it starts. When the limit is reached for an area, players will get on a waiting list and will join when a friendly ship is destroyed. After you die if you want to get back in to the battle you go to the end of the list and must wait a set amount of time.
Lastly I would like some kind of resource production penalty for having enemy control areas to close. First there is the main resource which is 1 area, then the areas it supplies which there are in 8 total, then the areas next to the supplied ones which total 16. For each of the 16 areas controlled by and enemy there is a 3% penalty in resource production and a 6.5% penalty for each of the 8 areas. When all surrounding areas are controlled resource production will completely stop. This will stop the enemy from leaving the planet until the reward is very large amount.
