Pretend 3rd playable faction -
The Star Empire main races:
Romulan
Reman
Breen
Tholian
Jem'hadar
A large faction of Romulans launched a successful campaign to declare a new Star Empire and to achieve the power and presence the Romulans once enjoyed. Though not all Romulan factions have joined in this new Star Empire sees success through various means. Though many of the Remans have left to give their loyalties elsewhere, with the promise of equality in this new Empire and their fair share of space many have sworn their loyalty to it.
The Star Empire finds itself short of manpower however and short of soldiers due to the inability to recruit all of the Romulan factions. A Romulan geneticist however has led a program from the beginning of the Dominion War studying the cloning techniques of the Dominion. And without the Remans serving as Shock Troops anymore the new leaders of the empire elect to pour resources into this technology. Soon without the Federation or Klingon Empires realize it the Star Empire has many cloning facilities and hundreds of thousands of these new type of Jem'hadar shock troops genetically engineered to serve the Star Empire instead of the Founders.
To ensure loyalty beyond genetics they even give the most gifted Jem'hadar citizenship and the ability to lead. This strategy has helped even most of the rare "anomalies" which stray from the path stay on the path.
Still outmatched by the Federation and Klingon Empire they made alliances with many civilizations capitalizing on their xenophobia. These included the Breen and Tholians. The Breen never fully recovered from the war and the recent conflicts with both the Federation and Klingon Empire have left them desperate. The Tholians having had conflict with the Klingon Empire go to where they believe they can receive help and maintain their way of life which many Tholians do not see as being compatible with the Federation.
Through treaties and promises of absolute respect for eachother's businesses in almost all regards. Outside of the military and trade regards the civilizations of the Star Empire are still almost completely separate. The Star Empire successfully maintains an alliance that both brings many factions together while simultaneously promoting xenophobia on many levels though now much of it is redirected outward towards anyone without their ideals.
Though still very separate in this alliance the military is opposite. The realization that you cannot go it alone in such a huge universe has hit almost everyone. The ranks in the Star Empire's forces are diverse unlike it's home planets. The militaries work together and share technology and strategy and personnel. However each power maintains it's own shipyards and space stations largely to enforce the view of separate but equal ( ) in regards to everything outside of the military.
This means you'll still find distinct ships from Romulan War Birds to Tholian ships to Breen warships.
To bolster their numbers even further outside races may join the military and after many long years of service may be given citizenship themselves and possibly even be allowed to live on New Romulus one day!
So I just thought of that while I was typing it. :o
It would be neat to explore xenophobic societies.
