Would it be possible to have a war games mode so that Fed could go against Fed in PvP but neither ship be 'destroyed' and therefore no death to occur at the end of the match, also could be used for fleet training perhaps?

I like this idea. You could use it with friends and be like "i'm better then you" and actually prove it, without real consequences :p

Mock fights between fleets and small battles between a couple ships would be a great feature to have. The only example i can remember off the top of my head is the mock space fight between Riker and Picard that was interrupted by the ferengi.

So essentially dueling with more than one opponent ... have I seen that before? Oh yeah, its called Arena fighting in Warcraft Online.
I will be surprised if we don't see it in the game eventually, even if its not at launch.

Fairly sure it was mentioned at the ssame time as klingon house conflicts

I would be a little surprised if this doesn't make it into the game in one form or another.

It could be ... I am not really concerned with this stuff. I know people are all consumed with combat, but in the end, this game won't survive on combat.
Six months down the road, those people who are only about the combat will have moved on to the next combat MMO, the next Halo IX (or whatever we're up to now).
There's a new combat or FPS coming out every month, and for good reason ... that's just about the attention span of the 'combat centric' player.
I'm more worried about the content of the game outside of combat ... the stuff that is going to keep people playing, offer you a lot of options to your mood that day.

Yes there will be war games. Zinc mentioned it in an interview a few months ago. Federation will be able to duel each other.
On the Klingon side there will be fighting between houses, but I believe your ship will get destroyed in those battles.

I agree with you in regards to STO needing to fulfill all aspects of it's design, but I have to differ with you about the "attention span of combat centric players".
I'm a pretty combat centric player I guess you could say. I got into games by playing RTS games like Command & Conquer, Age of Empires, and also Civilization and a few shooters. I'll admit there are some combat players out there that are pretty much ADD cases, but there are some games that let you go quite in depth with combat and have a lot of complexity. I stuck with various installments of Age of Empires and Total War and ST: Armada because of customization options and/or the sheer level of detail.
As far as shooters, I stuck with Operation Flashpoint for years and years because it's mission editor was so amazing and combat was fairly realistic. The same goes for Battlefield and some RPGs I stuck a long time with like Oblivion.
My point is that not all combat players are mindless PKers. There's a decent group of us who appreciate the complexity and detail presented by a game that makes combat diverse and meaningful. If STO manages to get this right, it will have at last one very strong leg to stand on.
Just wanted to point that out.

I don't think combat players are mindless PKers. I would classify myself a combat player first.
If the combat engine isn't top rate, I lose interest in the game ... and I am testing the combat of a game long before I test anything else.
But the attention span for those that are purely into it for the combat and nothing else, is very short. They are junkies ... constantly in search of that next high.
Why is that important here? Because I don't think this game is going to hold the interest of the "combat" junkie, and obviously neither does Cryptic. Look at this recent video, everyone is aware they sped up the video ... why? To grab the interest of those looking for a mayhem fest.
This is essentially tall ship combat. Tactical and slow (by Cryptic's own admission). That's not going to hold the combat junkies interest ... thus they speed up the video to try to garner shock and awe.
Anything to sell the box and get them into the game. If they don't stick around, "Oh well, they weren't really our target audience anyway ... but we got the box sale."
