How is exploration going to be even remotely satisfying or fulfilling when everything is procedurally generated? Has this question been asked? Am I beating a dead horse?

we just don't know very much about this. the idea is it will be satisfying because it's generated, not in spite of being genereated.

For the exploration side I can see what you mean but only if there are a few missions. I expect with a project with this IP that there will be hundreds of different proceedural missions. Also with procedurally different areas the game could allow players to farm their own areas searching for interesting artifacts and information and ship components.

A lot of missions in Star Trek tend to arise because of complications in dealing with a species' biology, culture, or political issues. Missions and worlds/discoveries should belong together and compliment each other. Otherwise, there wouldn't be any incentive to really appreciate either element. The new life and new civilizations would just be backdrop.
