you will be able to fully name your chatector whatever you want (hopfully with a few restrictions).
but if you mean a name that is exclusively yours..we just dont know yet

I hope the community in-game will be about the same as the community on the forums.

it sounds like he's talking more towards a
first and last name, each seperate from the other.
So, when other players see you they see, for example "rank" and last name. "Captain Riker"
But go into a profile and see it all. "William Riker" etc etc.

That might be hard to impliment, because it seems that when it comes to those sorts of situations, Klingons and Vulcans(Spock, Worf) don't have last names, Bajorans have last names coming first(Kira Nerys) , and Andorians are often regarded by their first name along with rank, not their last(Shran, Anichent).

Well,you could implement it that you have to apply for a last name at the leader(mayor) of a town(station),
of course the application is accepted directly and you can make that option only available at federation NPC's,
so no other race can get it.
Lotro did it,so STo can do it too i think :)
