I was wondering if there will be a voice hailing system in the game? For people who have microphones or even webcams for on screen communications.

I've not heard anything to say that there will be, but i certainly hope so. There has been some discussion about this already in the forums but as far as i'm aware there won't be. I'm hoping it will.

They haven't said anything about an in-game voice chat system, which is basically what you're talking about here. HOwever, many next-gen MMOs have some sort of in-game chat system, so I imagine STO will as well.

Unfortunately these chat systems usually don't work as well as an out of game client such as Vent or Steam; the quality is usually better there. I use vent all of the time, and will continue using it in STO if I can convince enough people to use it with me; ie my Fleet. :p

Probably not. But since there are plenty of third party programs you can use knock yourself out.
