Oh i see, might be ranked based then instead, or by reputation.

While the game will probably have some form of rank system which would let us get promoted, it seems that the game will focus more on abilities in a skill-based system rather than level-based system.
In the interview with Skewed and Reviewed (http://sknr.net/2008/11/18/star-trek-online-interview/), Executive Producer Craig Zinkievich briefly touched on the question of advancing abilities.
GVK: How are commerce and combat set up in the game? And how will players gain experience and level?
CZ: Combat on away team missions is fast-paced, “run and gun” fighting that involves ranged weapons like phasers, hand-to-hand weapons and martial arts. Ship combat is paced and more strategic. You’ll have to think about positioning, transferring power to boost weapons or shields, and how to best exploit your opponent’s weaknesses.
For commerce, you will get much of your currency through rewards and trading. You will get new technology from races you meet or you can create new items with resources you gather or trade for and information you learn as you complete missions. There’s also a chance of discovering technology or resources in salvaged ships or on planets.
There are a variety of ways you can increase your abilities – mission rewards, exploration and completing tours of duty are just a few.

That's what I am thinking. Completing your mission objectives, not breaking the Prime Directive, not killing any crew (except a few Redshirts!) or destroying the ship, number of diplomatic contacts made, refugees and hostages rescued, stars or planet catalogued... that sort of thing.
Incidentally, what about Federation credits or gold-pressed latinum? Will currency be used?

On a stick...
They did say it wont be level based. So hopefully, that will mean we are all on equal footing most of the time. It would be nice to see in an MMO. I mean a phaser is a phaser, you don't have a +10 acid damge phaser.
I can see it going more of a skill point system and rank combonation. You earn skills in hand to hand and meleem may be a few weapon tricks, but I hope you don't have "level specific" weapons. Ships are fine, but on the ground we need to be even a bit.

I am so glad that we don't have to worry about things like "levels" being in this game because I think that sort of thing would just make Star Trek Online inherently similar to many other massively multiplayer online games on the market.
